EU Released New REACH Regulation (EU) 2026/1389 to Tighten D4 & D5 Limits for All Silicone Sealants
2026,07,13
Keywords: EU REACH 2026/1389, D4 D5 silicone restriction, silicone sealant export compliance, low cyclic siloxane silicone, EU customs clearance
Key Sentence: The European Commission issued the latest REACH supplementary rule on July 12, 2026, lowering the total D4+D5 limit of silicone sealants to below 0.1% and mandating full batch testing reports for EU market access.
Published on July 12, 2026, Regulation (EU) 2026/1389 officially supplements Appendix XVII of EU REACH, introducing stricter supervision targeting construction, new energy and rail transit silicone sealants. Starting October 1 this year, all silicone sealants sold within the EU territory must control the combined content of D4 and D5 cyclic siloxanes under 0.1% by weight. All export batches need to provide third-party lab test certificates and product conformity declarations; unqualified silicone goods will be detained at European ports and returned at the exporter’s cost.
At present, many Chinese silicone sealant manufacturers are accelerating formula reconstruction to launch zero-D4 low-volatility sealant series to meet the new standard. Traditional general-purpose silicone sealants with high cyclic siloxane content will lose EU export qualifications in three months. Construction silicone, EV battery potting sealant and electronic waterproof glue are the three most affected product categories. Industry insiders remind overseas silicone suppliers to complete raw material replacement and sample testing as soon as possible to avoid massive order losses in Q4 2026. The new regulation will further raise the market access threshold for EU silicone trade and push the whole industry to upgrade low-emission, environmentally friendly silicone formulas.
